Position Description:
The Manager, Compliance and Programs , reporting to the Director of City Utilities, will be responsible for the day-to-day supervision of the Compliance and Programs Section with accountability for the compliance (QMS, CLI-ECA, backflow prevention) and programs (billing, credit programs, SCADA system, etc.) activities of the Division’s Sections including Water, Wastewater and Stormwater.
Accountabilities:
General Accountabilities:
- Work with the Director, City Utilities, to establish annual goals, priorities and objectives for the work section and ensure that work plans are established and implemented; provide support and input into department initiatives and projects that affect the work section
- Provide leadership to staff for the sections’ activities including planning, scheduling and managing the day-to-day compliance and program activities
- Lead, coach and oversee performance management and development of direct staff reports
- Manage the recruitment, selection, orientation and training of staff
- Prepare reports and communicate information on Compliance and Programs initiatives
- Ensure all relevant accessibility, health and safety, employment and workplace legislated standards are met and that the Section is maintaining a healthy and safe environment for customers and staff
- Demonstrate creativity, skill development, and remain current with processes, procedures and best practices for compliance and programs related activities
- Implement initiatives for continuous improvement and efficiencies
- Develop section budgets as needed; support procurement and financial processes; monitor costs; participate in the capital budget program
- Maintain positive working relationship with external agencies, such as the Minsitry of the Environment, Conservation and Parks, the Region of Waterloo, the City of Kitchener, Public Health and consultants
- Support and track By-Laws and servicing agreements including development, implementation and updates
- Provide support to the After Hours Emergency Response Program
- Remain apprised of new technologies in water, wastewater, stromwater systems maintenance and operations that have bearing on compliance or continual improvement of the QMS/system as a whole
- Represent the Corporation and department at relevant meetings, including legal proceedings, where the Manager may be required to provide testimony and documentation as necessary
- Other duties as assigned
Compliance Accountabilities:
- Schedule, coordinate, prioritize, organize and manage the day-to-day activities of compliance requirements related to the City’s DWQMS and CLI-ECA processes, planned QMS roll-out for Wastewater and Stormwater, water quality investigations, and other compliance/technical issues related to Division operations
- Schedule, coordinate, prioritize, organize and manage the day-to-day activities of compliance requirements related to the City’s Backflow Prevention Program
- Ensure adherence of City Utilities activities to the Safe Drinking Water Act, Environmental Protection Act, Clean Water Act, Environmental Compliance Approvals, and other relevant legislation, integrated environmental policies/procedures/programs and strategic planning for water, wastewater and stormwater
- Coordinate and collaborate with the City Utilities management team to ensure record keeping best practices/procedures are implemented and followed, particularly for the collection of information required for performance measurement programs pertaining to compliance objectives and quality management systems and benchmarking
- Monitor, review and summarize data for compliance reporting requirements
- Assist and/or coordinate with operating Sections (Water, Wastewater and Stormwater) for preparation, training and updating of Standard Operating Procedures for various operational activities
- Participate as a member of the Top Management team in the Drinking Water Quality Management System
Programs Accountabilities:
- Schedule, coordinate, prioritize, organize and manage the activities of programs including customer service, drainage complaints, infrastructure locate processes, data requests (internal/external), and UDF
- Coordinate and collaborate with internal and external Division staff on programs and systems that support the Division billing for all utilities (Water, Wastewater and Stormwater) including the Advanced Metering processes, metering support activities, high water bill process, cross border billing, and sewer rebate program
- Coodiante and collaborate with intermal and external Division staff for technical support for systems and processes including: Inframap, Maximo, watermian monitoring system, non-potable water (permitting and reporting) system, and GIS related tool
*Pay Band: As this is a newly revised position, the City’s Joint Job Evaluation and Maintenance Committee will be reviewing the pay band. In the event that the pay band determined through Job Evaluation is lower than the benchmarked band, the successful incumbent’s salary will be red-circled, as required, and they will not receive any pay adjustments until their salary falls within the newly determined band.
Minimum Qualifications:
- Post-secondary degree or diploma in engineering, environmental studies, science or a related field with minimum 6 years’ experience in compliance and management systems in municipal utility operations such as drinking water, wastewater or stormwater; equivalent combinations of experience and education may be considered.
- Experience supervising staff or leading teams
- Experience developing management systems and maintaining accreditation
- Water Quality Analyst certification is an asset
- Previous training in Diversity, Equity and Inclusion and Respectful Workplaces is considered an asset
- Thorough knowledge of water distribution systems, sanitary collection system and stormwater management systems is considered an asset
- Comprehensive knowledge of the Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health and Safety Act, Conservation Authorities Act, applicable regulations and reporting requirements
- Knowledge of budget preparation processes and control
- Excellent problem solving techniques and the application of judgement consistent with industry “best practices”
- Excellent organizational skills, ability to manage priorities/timelines, and motivational/teambuilding skills
- Excellent written communication skills; ability to prepare accurate reports and tender or quote documents
- Effective communication, presentation and interpersonal skills and commitment to outstanding customer service to interact efficiently and effectively with City staff, external agencies and the public
- Excellent computer skills including experience with computerized maintenance management systems (e.g. Maximo, PeopleSoft and OpenText)
- Valid MTO ‘G’ class driver’s licence in good standing with access to reliable transportation for business use purposes is required to perform the job
- A satisfactory police records and judicial matters check will be required as a condition of hire
