Position Description:

Reporting to the Commissioner of Integrated Planning & Public Works (IPPW), the Director provides leadership for the City Utilities Division operations including maintenance of water distribution, wastewater and storm sewer systems, and rehabilitative/restorative construction. 




  • Provide leadership for sanitary sewer, storm sewer and water distribution system maintenance, rehabilitation and reconstruction including metering


  • Provide vision in addressing problem areas such as inflow and infiltration, water loss and water main breaks

  • Encourage and lead the City Utilities team to advance in leading edge initiatives and technologies

  • Responsible and accountable for recruitment and performance of staff

  • Coach and advance technical skills and staff cohesiveness

  • Ensure effective internal & external communications with staff, other agencies and the public

  • Ensure excellent customer response is provided by team members

  • Direct the preparation of the operating budget; ensure that operations are carried out within budget and approved timelines

  • Overall responsibility for establishing annual goals and objectives for the division; set priorities and ensure that work plans to achieve divisional goals are established and implemented

  • Prepare and review reports proceeding to Council; attend Council meetings when required

  • Actively participate as a member of the IPPW senior management team and the Operational Leadership Team

  • Ensure that all relevant accessibility, employment and workplace legislated standards are met


Minimum Qualifications:


  • Degree in engineering or environmental discipline is a preference

  • Five years job-related experience in a management role

  • Solid understanding of related legislation and municipal infrastructure

  • Proven ability to coordinate and manage multiple activities to successful conclusion

  • Proven ability to communicate and work collaboratively in cooperation with external organizations, customers, staff, management teams, and Council

  • Excellent verbal communication skills and good written communication

  • Excellent customer service skills

  • Strong organizational, leadership and management skills including the ability to work effectively as a team member and to lead a team

  • Supervisory experience in a unionized environment is a preference

  • Business plan development, demonstrated budget preparation and financial management skills

  • MOE certification, or eligibility as an Operator in Water Distribution (Class 1) and Waste Water collection (Class 2) would be an asset
