Position Description:

An opportunity exists for a Manager, Facility Operations and Corporate Security. The successful candidate will report to the Director of Facility Design and Management.  We are looking for an experienced Facilities Manager to oversee all facilities of a municipality including, but not limited to: fire halls, ice rinks, swimming pools, office spaces, libraries, wastewater pumping stations. You will be responsible for preserving the good condition of infrastructure and ensure that facilities are safe and well-functioning.

The ideal candidate will be well-organized and to be able to meet the goals of facility maintenance at strategic, operational and financial levels for Building, Security and Life Safety, Mechanical, and Custodial Services. 

To be successful as an Operations Manager one should be able to meet the operational needs of all the City facilities and their functional image. Ultimately, an outstanding Operations Manager should be able to utilize Facilities management metrics to demonstrate the overall performance of the assets under his/her management such as the percentage of space utilization i.e. ice rinks, meeting room, total downtime of equipment, cost to maintain unit area, total energy consumption and Greenhouse gas emission etc.

 

Accountabilities:

 

PRIMARY ACCOUNTABILITIES:

 

  • Development and management of Operational, Annual Maintenance and Capital Budgets

  • Oversee the creation and enforcement of safe work/safe operating procedures

  • Development and administer contract and third party services

  • Manage the afterhours on call program and services through supervisors

  • Develop and strategically manage the lifecycle of Corporate (Facility) assets

  • Responsible for all staff managerial functions of the section i.e. recruitment, training, development, performance evaluation and discipline

  • Responsible to administer the appropriate approvals related to the procurement of materials and services

  • Oversee and manage the following core Sections: Building maintenance, Security & Life Safety operations, Mechanical maintenance and operations, and Custodial Services

  • Represent and ensure Corporate compliance with a variety of legislative bodies that may include but is not limited to: TSSA, OHSA, MOE, MOL, CSA, ESA, Ontario Building Codes, National Fire code , Local By-Laws & Standards and other trade related regulations

  • Participate, as a member of the Management Team, in a variety of corporate initiatives, as required

  • Draft professional condition assessment, technical briefs, and reports to senior management

  • Prepare budgets, monitor expenditures and costs to make decisions that will be both cost-effective and meet the needs of the end users;

  • Provide a quarterly performance report to the Director and the Commissioner.

 

 

MINIMUM QUALIFICATIONS:

 

  • Five to ten years of years of experience in the Management and Leadership of variety of facilities maintenance team i.e. Ice rinks, fire stations, swimming pools, wastewater pumping stations etc.

  • Hold a trade discipline and or a post-secondary accreditation in facilities/asset management, minimum three (3) year college certificate in Facility Management and Maintenance or equivalent e.g. engineering technologist or equivalent i.e. relevant experience could be considered to compensate against minimum education requirement.

  • Solid knowledge of fiscal management systems including budget development and projections.

 

  • Strong interpersonal communication, demonstrated leadership and team management skills and the ability to produce the required results in facilities operation.

 

  • Working knowledge of security equipment i.e. CCTV, building science i.e. insulation measures, electrical, plumbing, energy management, refrigeration, pool filtration, HVAC and the associated systems.

  • Knowledge of industry standards for the repair, replacement and ongoing preventative maintenance of a wide variety of building, life safety and mechanical assets

 

  • Class B Refrigeration License is an asset.

 

  • Proficiency with Microsoft Office, Asset /Facility Management software i.e. CMMS applications.

  • Proven organizational skills to manage competing and changing priorities and experience in coordinating and managing multiple initiatives to successful completion

  • Proven negotiation, analytical and problem solving skills and the ability to work in partnership with the both internal and external stakeholders

  • Good working knowledge of Microsoft Office applications such as Outlook, Word, Excel.

  • Demonstrated initiative and the ability to work effectively and independently with minimal direction

  • Demonstrated experience in coordinating and managing multiple activities to successful conclusions within budget and schedule requirements

  • A Police Criminal and Judicial Matters check satisfactory to the City is required as a condition of hire

  • Valid Class G driver’s license.

  • Extensive Knowledge of Occupational Health & Safety Act (OHSA) and Ontario Accessibility Regulations (AODA).

  • Excellent organizational, written, verbal communication and effective customer service skills to deal courteously and effectively with user groups, contractors, the general public and staff.

  • Flexibility to work shifts, weekends and holidays and availability to respond to after-hours emergencies and special events as required.
