Description

Position Description:

The Manager of Water Operations and Maintenance ensures efficient and effective operation and maintenance of the potable water distribution system.    As a member of the Integrated Planning and Public Works team, the manager actively demonstrates and promotes a creative and supportive environment, in alignment with the goals, objectives and values of the department and division.  

Accountabilities:

  • Ensure effective, efficient, and secure operation of City of Waterloo water operation and maintenance of the potable water distribution systems

  • Work with the Director, City Utilities, to establish annual goals, priorities and objectives for the work section and ensure that work plans are established and implemented; provide support and input into department initiatives and projects that affect the work section

  • Provide leadership to staff for the sections’ activities including planning, scheduling and managing the day to day water operations and maintenance activities

  • Lead, coach and oversee performance management and development of direct staff reports

  • Manage the recruitment, selection, orientation and training of staff

  • Prepare reports and communicate information on Water Operations initiatives

  • Ensure all relevant accessibility, health and safety, employment and workplace legislated standards are met and that Water Operations are maintaining a healthy and safe environment for customers and staff

  • Demonstrate creativity, skill development, and remain current with processes, procedures and best practices within the field of water operation and maintenance

  • Implement operational and maintenance programs for continuous improvement and efficiencies

  • Develop operational & maintenance budgets;  monitor costs; participate in the capital budget program

  • Oversee the management of After Hours Emergency Response Program as required

  • Participate in the Operator Progression Development program

  • Act as a liaison with Region of Waterloo water supply administration and service providers to coordinate programs

  • Remain apprised of new technologies in systems maintenance and operations as well as participate in various committees to develop best practices in these areas

  • Invoice for services provided to developers or other land owners and provide quotes for water operation activities as requested

  • Liaise with Ministry of Environment and Public Health Department

  • Participate as a member of the Top Management team in the Drinking Water Quality Management System

  • Review and approve water main commissioning plans for reconstructions and new developments.

  • Attend various internal and external corporate committee  and council meetings as required

  • Act as Operator in Charge (OIC) and/or Overall Responsible Operator (ORO) as required

  • Fill in for the Waste Water Manager on an interim basis as required

  • Other duties as assigned

Minimum Qualifications:

  • Post-secondary diploma in a related field

  • Minimum of 5 years’ supervisory experience with water distribution systems and operations; experience in sewer and storm water collection systems an asset. Consideration will be given to candidates with equivalent combination of education and experience in water distribution operations at a supervisory level

  • Ministry of the Environment Water Distribution Certificate Level I and Wastewater Collection Licence Level I and or ability to obtain within set time frames to obtain Level II

  • Demonstrated supervisory skills in a unionized environment

  • Demonstrated management and performance management skills, including the ability to effectively lead a team
  • Comprehensive knowledge of the Safe Drinking Water Act, 2002, O. Reg. 170/03, O. Reg. 169/03

  • Comprehensive knowledge of the Occupational Health and Safety Act including actual and potential hazards associated with water operations

  • Familiar with computerized maintenance management systems to track costs, measure performance, and manage assets

  • Experience leading projects and ability to liaise with a variety of internal and external partners

  • Demonstrated project management skills to ensure projects are completed on time and within budget

  • Ability to establish, monitor and control costs

  • Excellent written communication skills; ability to prepare accurate reports and tender or quote documents

  • Effective communication and interpersonal skills to deal efficiently and effectively with City staff from all levels, external agencies and the public

  • Commitment to outstanding customer service

  • Flexibility to work varied and additional hours as required including rotating on-call manager shifts

  • Valid in-force Class “G” Licence and acceptable driver’s abstract is required to perform the job

  • A satisfactory Police Records and Judicial Matters Check will be required as a condition of hire

*Hours of Work: A flexible schedule is required that will include supporting day, evening and weekend operations.
