Description

Position Description:
Reporting to the Director of Engineering Services, you will lead the development and implementation of processes and programs within the Development Engineering Section to ensure careful delivery of engineering review services and capital projects. You are an accomplished and motivated leader and will apply these attributes as you manage the performance of all staff in the Development Engineering team.

Accountabilities:
• Supervise the technical review of subdivision and site plan design submissions for greenfield and infill projects
• Guide problem solving for storm water management, servicing, grading and project management in all aspects of subdivision and site plan development
• Uphold the applicable technical standards of the City, Province and Region for land development
• Conduct monitoring and preparation of budgets in consultation with the Director and the City’s Finance Division
• Participate in meetings with liaison and technical standards committees
• Actively collect metrics and performance measures for the section
• Conduct review and editing of staff reports
• Attend Council, project information and technical committee meetings as required
• Complete annual performance appraisal of staff within the section
• On a day-to-day basis, manage, support, mentor and develop staff within the section
• Resolve disputes between developers, consultants, landowners and contractors
• Apply all applicable City and Provincial requirements for health and safety as it relates to the operation of the Development Engineering Section
• Undertake special projects as assigned by the Director
• Other duties as assigned

Minimum Qualifications:
• Post-secondary degree in Civil Engineering with a minimum of seven years of experience in engineering and construction including three years of progressively senior level experience, preferably in a municipal environment
• Minimum of five years experience demonstrating effective preparation, implementation and monitoring of business plans and multi-million dollar capital and operating budgets
• Designation as a Professional Engineer (P.Eng.) in Ontario
• Sound working knowledge of DGSSMS, OPS, MOE, MEA, GRCA and OBC standards
• Proven success in delivering results through developing and implementing effective strategies policies, programs and systems for project delivery in municipal engineering
• Positive track record of leadership; participation in shaping a positive team culture by assisting and developing others
• Excellent customer service skills and demonstrated superior written and oral communications and presentation skills and experience with a variety of audiences including the general public, stakeholders groups and City Council
• Superior problem solving and negotiation skills
• Excellent organizational skills and experience in coordinating and managing multiple activities and projects to successful conclusions
• MTO ‘G’ class driver’s licence in good standing with access to reliable transportation for business use purposes is required to perform the job
• A satisfactory Police Criminal Records and Judicial Matters Check will be required as a condition of hire
